I used to code like that even into the 1990s when I worked at an investment bank that used BASIC (yes, old-style basic with line numbers). We had dumb terminals at our desks, but the editor capabilies were pretty limited so it was often more productive to write pencil drafts of your code until it was close to correct. Extensive pencil reworking on printed copies of the code was also common.
