For example the city I work in has a lot of large financial firms, but do those count as a "top company" on someone's CV? If you're hiring for one of those firms then probably yes, but if you're hiring for say a web startup then it wouldn't help.

So the vast majority of companies hiring will have to build their own "top companies" list, based on local conditions. Which in most markets means doing your own research and getting to know local conditions, aka networking.
