Applying the CFAA - an American law - to German citizens on German soil for a German crime would be disrespect to the rule of law. The Germans get to decide what they want to do here, and use their own laws if they see fit.


Considering Americans are fine with kidnapping another country's leader these days, I would say they're more than happy to also decide what laws Germany gets to use as well.
