We must (socially) assume all arrests are US citizens by default, and it is up to the Florida/federal government to assert otherwise on an individual basis.

That's not true, there was massive coverage of that sort of thing during the Obama administration. There's a reason DACA was a major portion of Obama's efforts.
"equally" is highly suspect. Just like most presidents on both the R & D sides, Obama made a bunch of mistakes and was no saint. Trump cannot be considered normal or lumped together with "most presidents".
