Coverage on this has been pretty misleading. Posted the full pdf, it refers to other stuff regarding web display advertising. Most news outlets have taken it out of context.
Misleading. This is the quote from Google's lawyers:
>The fact is that today, the open web is already in rapid decline and Plaintiffs’ divestiture proposal would only accelerate that decline, harming publishers who currently rely on open-web display advertising revenue.
