The company isn’t deciding anything - Dimon personally is, without data on why remote work is bad, and likely without transparency on his real motivations.
Bully got found out, doesn’t like being found out. They want the posture across their economic and social status strata without impairing their ability to source talent (because talent is what makes a business).
