Imagine there was a hobby that was as marginal to ham radio operators as ham radio is to the rest of the population. That is about how relevant user stylesheets are.
I think simple changes like changing fonts etc would be more popular if people knew they could. But it's not made easy nor is it generally effective on badly designed websites (most of them).
