I beg to differ. This man has developed a theory of black holes without singularities called plugstars with a maximum gravitational redshift factor of 3, just like in OP article.
I've never heard of Petit or plugstars, but a quick look at the linked document shows that he expects light emitted from them to be redshifted by a factor 3.
