My only exception to this rule is with the memory.

Safari uses avaliable memory for caching web pages in tabs, which is understandably at a low priority. I often find that iOS will give priority to 'suspended' apps rather than 'suspended' tabs.

In order to get safari to stop upnloading the tabs you need to free up memory manually.

This however is an edge case.
