If one wanted to leave the walled gardens of Amazon, Disney+, Netflix etc., are there any sites that provide public domain or otherwise free to copy/distribute video content?

The only thing that I know of that comes close is the Internet Archive.

https://archive.org/about/

I've always thought the Internet Archive should evolve into a streaming service, available through Roku/Amazon Prime/etc. (If they had the same interface as Netflix, with curated movies hyped at the top of the menus...it might attract an audience, especially if it was free.)

Is there even an Internet Archive app where you can browse their multimedia collections?
