I mean, Google has been setting floors on ad buys for years because they have no competition. It’s definitely anti-consumer as it drives up prices.
Comically, their manipulation to have higher per click rates may be better for society by reducing the number of ads. But in antitrust law, I think the customer is only the customer of the product being manipulated.
Others have said that "real people purchasing goods" are still the customers for antitrust; you get there by saying that when companies have to pay google more for their advertisements, the cost is passed on to consumers.
