To me, this situation is another symptom of the weakening social contract I see between societies and their citizens. The responsibility of a society to educate its populace extends beyond mere vocation. It's frighteningly naive and optimistic for societies to assume that flattening that responsibility to such a small fraction will not result in horrific second order consequences.
