I'd offer a much simpler explanation: education is mostly a competitive tool, when more people have it, it's value naturally declines right? As fraction of population with a college degree increased from about 4% in 1940 to about 30% today, obviously advantage offered by it, declined. And went to essentially zero if measured by wealth because wealth is something only top of population pyramid has, in general: fewer than 30%.
