Amusingly, Microsoft provides their own tool (1) for excellent insight and enabling/disabling of all the various places applications can put their startup executables.
Check out SteerMouse, my friend. It figuratively saved my life as I too can't stand the standard settings.
It lets you configure both acceleration and sensitivity, and while it takes a while to find the sweet spot for your mouse, when you do - it's great!
Not small, but not huge either. More importantly, it gets about 3/4GB/s with a Kingston NV3 4TB drive and very acceptable temps.
