I’m not sure if it was COVID or the social movements around the same time like defund the police. Here in Seattle when defunding the police was suggested the police department threatened to close the precinct in a large residential area. Basically they attempted to extort the voters. I think the police have realized that crime is good for them because the more of it voters see the more they think police are needed.
Vilify them, defund them, restrict them, reduce the number of officers to the lowest level in 30 years, and then when crime increases in the next few years .. was it maybe because of everything that was just done? No, that's not it, it's a grand conspiracy across every police officer in Seattle who coordinated/decided to be evil together and intentionally let crime spread. Yup, that all checks out.

True, but this doesn't in any way undermine the point that making war easier is not a good thing. It should be a costly decision, lest leaders of even those cultures find it too appealing.
But the AI cat-for-war has left the box for both Iran and the US. Opposing US development of AI for warfare will not suppress US's adversaries from developing the technology.
I think it’s possible in large cities, but seems unlikely that all small suburbs in an area you can get each suburb and some are very small to remove them. And that is just “possible” in large cities not reality. Who has the time to go from small locality to small locality.
Seem to me if you're picking up litter possibly including needles/syringes you don't want the sort of complicated sharps containers you see at a medical clinic, where you have to operate some sort of trap door mechanism.
You want something simple, like a bucket, maybe with a funnel type opening, so that you can pick up the syringe with a grab tool and just drop it into the container with a minimum of handling or manuvering required.
Doctors and nurses who are practiced at handling sharps still stick themselves occasionally. You really don't want to touch them with your hands, even with gloved hands.
