this is a genral concensus but there are some very strong under currents that are taking india away from this...
the number of infrastructure projects in and around major cities are growing exponentially. new airports, busniess parks, highways you name it... to add to this, india is not just out-sourcing.. yes it is a 70 billion dollar industry but there are lot many things going on in india.
yes given the beaurocracy things might not be apparent but india is coming into its own slowly but surely
I think the author is confused between knowledge and wisdom. I dont make any claims that i am smart but say if it takes me certain degree of effort and time to attain level-4 expertise. Imparting this level-4 expertice to a person who is at level-0 makes no sense to me.
The level-0 person should go through all the intermidiate levels to make the things that appear obvious to me, also appear seemless to him/her. Gaining level-4 expertise will lead them to a mechanical process of understanding. This is where we cross the line between wisdom and knowledge.
Also, the expert person more often than not is left with a feeling of being used by someone who attained somthing without any hard work. Things get complicated from here. My approach is to let the level-0 person give clues about reaching level-1 and make ways for the person to progress without complete reliance on me. Some kind of mentoring.

I really wonder why designer/ developers - who ever it is - decide to try and make these things like a slide show. things look more intuitive in the printer friendly version. if at all it is at most necessary to show it in a slide show, at least dont refresh the whole page.
has anyone out there developed such a thing - as on this page. what is it that leads to such a design? many sites do this.

Was Google made for expert users? Were ipods made for expert users?
Providing an interface which allows users to accomplish a complex task and in the process users know what they are doing is the essence of the whole ui.
I would suggest provide support for both. As it has been mentioned, there are libraries that you can use to generate either of these. Tumblr is the first that came to my mind - it provides support for both.
Give developers freedom to choose either of them...
