Each of those networks carry a lot, a lot of ancient stuff. Gov is better off building a brand new network from scratch and promote it as a standard for banks to join.
There are plenty of great examples from this century all over the world.

That is a big claim. What would prevent someone from setting up something equally as good in the US, aside from the network effect and users unwilling to try something new for uncertain gain?
End-users don't have much agency here, network needs banks.
In Iran, they simply don't have much choice, so banks use the only network available to them. It just happens to have been built in this century, so it's not as archaic as Visa.
Here in the US, I guess only regulators could realistically create a new network and have enough power to convince banks to adopt it.
Nothing, of course, stops anyone from creating a new network. But the network effect is THE driving force here, it's not a minor factor.
Visa and Mastercard do not own the internet cables or the wavelengths. Anybody is free to compete, and that's why they have many competitors. It is very common for businesses to accept a variety of unrelated payment methods. There is no monopoly here.

No, that's an illusion, that's the thing. You can't physically have (C) without the (A). Large corporations will spend billions trying to convince the population it is somehow possible, but the reality is different.
You absolutely can have (C) without widespread (A), you just need to limit the audience that gets the tools, and in fact the big labs are already engaging in (C) in collaboration with the government and vendors of critical software.
That you don't have access to (C) to harden your blog is a non-issue from a societal perspective, hardening the software that our infrastructure relies on first is simply more important.

They have a tiny Hong Kong office that handles marketing as well as a US office for technical support, but the entirety of engineering and manufacturing is in Shenzhen and Chengdu.
Because they provide a hosted site-to-site VPN service they are obligated to hold a B13 license. One of the conditions of which is the ability for the Chinese government to request access to devices worldwide.
I bought one of their travel routers to play with and even though it's OpenWRT based, I consider it Chinese firmware because they add their own stuff on top of it. The fact that it's even possible that it can be enrolled in their GoodCloud remote access....no thanks. I consider it an untrusted device except when I have stock OpenWRT on it. I know it's paranoia but companies like that marketing to the tech crowd/devs especially now with their KVM's just seems slightly fishy.
